Congressionally Directed Spending

The U.S. Senate Committee on Appropriations will consider requests for Congressionally-directed spending items in Fiscal Year 2024 appropriations bills with enhanced transparency and accountability.

Effective March 10, 2023, applications are closed for the Fiscal Year 2024 (FY24) Congressionally Directed Spending (CDS). A list of spending requested by Senator Duckworth for FY2024 is available here. 

The CDS process enables Congress to allocate funding for specific local projects is limited to use by units of government, nonprofit organizations and other organizations that meet strict eligibility requirements. For-profit entities are not eligible to participate. For Fiscal Year 2023, Senator Duckworth and Senator Durbin were successful in securing $182 million for infrastructure, economic development and essential services projects for communities throughout our state. As she has done consistently, in an effort to ensure transparent and equitable consideration, Senator Duckworth will work with an Independent Review Board to examine and evaluate projects.

Congressionally-directed spending is capped at 1% of all discretionary spending, and FY24 project funding will be available to a limited number of projects that meet strict eligibility requirements only.

Submission of requests does not constitute a binding commitment on any party nor a guarantee that any organization will be awarded funding from any federal agency through this process. Furthermore, the submission, review, and approval of Congressionally-directed spending requests will be carried out consistent with Federal agency rules and regulations.

Eligible Programs: The Senate Appropriations Committee limits CDS requests to specific programs only. A specific list of accounts and eligible uses under which CDS requests will be supported in the FY24 process is available here
